NIA makes its first arrest in a Manipur IED attack that killed two children

The National Investigation Agency has arrested S. Palal Thadou in connection with an improvised explosive device attack on a house in Tronglaobi Awang Leikai, in Manipur's Bishnupur district, on April 7. A five-year-old boy and his six-month-old sister were killed, and their mother was seriously injured. Local police first registered the case at Moirang Police Station. The NIA took it over and re-registered it on April 23 under the Bharatiya Nyaya Sanhita, the Explosive Substances Act, and the Unlawful Activities (Prevention) Act. An unexploded improvised RPG was also recovered near the site. Thadou was produced before the Special NIA Court in Imphal and remanded to 10 days of police custody. The agency says he is the first accused arrested in this case, and that it is still trying to map the wider conspiracy.

Manipur has been living with ethnic violence for years now, and stories like this one keep showing up as both crime reports and political tests. A central agency making its first arrest months after children were killed in their sleep is the kind of detail that tells you how slow, and how contested, accountability still is on the ground. I keep coming back to the gap between the April blast and an August remand: if the state wants people to believe the violence is being contained, delays like this do the opposite work.

Watch whether the NIA names co-accused quickly, and whether this case stays framed as a lone conspiracy or gets pulled into the larger Manipur peace-and-security argument. The custody window is short. What comes out of those 10 days will decide if this is a real breakthrough or another named arrest that goes quiet.
